There is a high limit thermostat on the L2 power supply for the lower oven that may have tripped during that self-clean cycle. It may have not reset. That could also be causing the fan to stay running. You can try to reset the control board by shutting off the house circuit breakers for the oven to completely disconnect electrical power. Leave the breakers off for 3 minutes. Reset the breakers and see if the fan stops running. See if the lower oven will heat. If the fan continues to run and the lower oven still won't heat, then I recommend that you have a service technician examine and repair the oven.
