Your symptoms point to a weak igniter on that bake burner. Here is a link for a brief video that explains the ignition system for your oven: Gas Ignition Operation . If that igniter continues to glow while that flame lowers and rises or goes out, then you may need to replace that igniter. Since the broil burner uses the same igniter, you can try switching the bake and broil igniters. (I assume the the broil burner is working properly.) Be sure that you unplug the range before accessing and switching those igniters. If the bake burner works properly after switching those igniters, then replacing the defective igniter should fix your problem.
