Check to see if that broil element heats properly in the broil mode. The reason I recommend checking the broil element is that it is used in the preheat portion of the bake cycle to heat the oven. That is why you probably hear the clicking and see the bake element turn off and on during that preheat process.

If the broil element does not heat, I recommend that you unplug the range and check that element using a volt/ohm meter as shown in this video: Bake Broil Heating Element Part Testing . Here is a link for a video that shows how to remove that broil element: Range Broil Element Replacement . That broil element should measure around 15 ohms. If it is "open" (measures Ol -- open load or infinite resistance) then it will need to be replaced. You can order that element from the Sears PartsDirect website. The part number for the broil element is WB44T10077. If the broil element is okay, then you either have a bad clock control board (part WB27T10816) or a wiring failure in broil circuit.

If the broil element is working properly, then your likely failure is in that electronic clock control board (part WB27T10816).

Be sure that you unplug the range before accessing internal components.

These tips may help you determine the parts that you need so that you can repair this failure on your own. If you need more assistance, reply with additional details.

If you do not feel confident repairing this problem yourself, then you can have it repaired at your home by a Sears technician. Here is a link for the website: Sears Home Services .
