I am sorry to hear about the problem that you are having with your GE Spectra Range Model JB960CB4CC. 

 

Your symptoms indicate that you probably have a stuck relay on the electronic oven control board in the console of the range. You could also have a broken heating element (bake, broil or convection element) that is shorting out to the metal inside the oven cavity. That failure could have damaged the electronic oven control board. I recommend that you have a service technician examine the range and repair this failure. If you want to fix this problem yourself, you can unplug the range and check the elements inside the oven cavity. If you find no problems with the element, then you can probably fix this failure by replacing the electronic oven control board in the console. I posted a procedure for accessing the control board in the console in the image below. You can order the control board from this page: Control Board for GE Spectra Range Model JB960CB4CC. Be sure that you unplug the range before accessing internal components and replacing that part.
