Based on your description, the right front element will need to be replaced. Since the outer element is getting power when the burner is on, this indicates that the burner switch should be okay. There is a chance that a wiring failure could cause this problem.

You can unplug the range and check the wiring connections on that burner switch in the console and the element before replacing parts. The images below show access information for the burner and the console. The Blue/Yellow wire is the one for the inner element. If that wire is connected properly on the element and the burner switch, then I recommend that you replace that burner (part WB30T10133). You can order that part from the Sears PartsDirect website.

Be sure that you unplug the range before accessing internal components.
