You will need to test the element, thermostat, thermal fuse, and thermitor in order to determine which part to replace.

I am sorry and do understand your frustration when there is trouble with the dryer.
 
Glad to help out.   Im  looking at your Inglis Dryer model number IED4400VQ1.

When the dryer isn't advancing in its cycles as it should then it sounds much like you need a new timer.   Becareful when you take the timer knob off so you dont strip the inner threadings of the knob.   Maybe wise to get a new knob because the old knobs usually break when you pull them off.

Glad to help out.   Im  looking at your Inglis model number  IED4400VQ1.

The timer will take control of all the problems that you have.   Since it isn't moving then you will need to replace it.   I would advise you to also get a new knob because when you pull the old one off you have a good chance of damaging the insides of the stem on the knob.   Get it all fixed right the first time.   I have them on the link below.
