Thanks for the inquiry and for using SearsPartsDirect.com.
This Eaton transaxle will ONLY use Mobil 1 DTE 26 hydrostatic oil. To fill the transaxle, you will add the fluid to the oil reservoir on the transaxle. 
Outside of the transaxle fluid, have you verified the tractor is not in freewheel mode? The control lever should be in the up position to be in drive. If you have recently taken the wheels off, there are square keys in the transaxle that could have fallen out, which would also cause this issue.

A:

Unplug the PTO clutch and then run the machine with the switch pulled out (as if mowing) and see if the fuse still blows. If it does not then it's almost certainly going to be the clutch causing the problem. If the fuse still blows then there is a problem with the wires that go down to the PTO clutch.

Some clutches can be adjusted and others cannot. If your clutch looks like the one in the document below, you can check it and make sure it is within specs. If the clutch does not look like the one in the drawing, then yours is fixed and the whole clutch will need to be replaced.
