Thank you for your question. I am sorry you are having a problem with the mower. If the self-propel will work with not weight on the wheels, I recommend checking the drive cable tension. There should be a cable adjustment on the handle of the mower. If the cable cannot be adjusted, I recommend inspecting the drive belt. If the belt is worn or is missing chunks, it should be replaced. The parts for the mower can be ordered from the following link.

I found this drawing that I've attached. When I get to the shop in the morning, I'll look to see if I have one of these engines there. If I do, I will take photos of the linkage set up directly and post them back on this thread so you can see what it looks like in real life.
