I am sorry and do understand your frustration when the drain isn't working as it should.

It could be a clog in your drain.  If you can run the garbage disposal before the dishwasher if it will not drain properly.  Sometimes the dishwasher drain pipes are connected to the drain at the garbage disposal.

If you can run the pump then most likely your pump is fine.   You have checked all the drain lines.   Could be your program control is not activation and telling the pump to do what it is programmed to do.   May have to replace the timer.

Thanks for the inquiry about your dishwasher not cleaning on top rack; I will be glad to assist with this issue.
Based on the information you provided I can tell you that water flow in your dishwasher is not normal partly due to the damaged spray arm manifold and partly due to low water level in tub.
I recommend you first check the water level in the dishwasher. Set to a normal load allow the fill cycle to complete, open door and check the water level. There should be water covering the entire bottom of the tub, close to an inch deep. If this is not the case and water level is low then you need to check the inlet valve. There is a screen where the water connects to the unit under the bottom. Turn water supply off, remove the fitting and look at the screen inside the fitting on the valve. If this screen is blocked with sediment and debris clean it out, reconnect water and test again for water level. Always disconnect power supply before servicing the appliance and be cautious of any sharp metals while accessing components
If there is still a water level problem and you know there is not water pressure issue at your sink and supply then you should replace the valve assembly.

If the manifold is split and not allowing enough water to the spray arm, cleaning will be affected and replacing that part could be helpful for overall cleaning.
The key to clean dishes is lots of Hot water, Best practice for dishwasher use is to run water at your sink (hot water side) until the water is at its hottest state, then turn dishwasher on. This insures that the water to the dishwasher is hot from first fill to last fill.
