The board is what controls the ice selections. The board could need to be replaced. Electronic boards are sensitive to static electricity and can be damaged if mishandled. Im looking at your model number GSH25JFTABB. From what you are describing it seems like the ice chute flap/door recess assembly is not completely closed. The door also has a spring.  It is possible that there is something getting it slightly opened and the solenoid is not working properly. I recommend checking those items.

Thank you for your question. I'm sorry you are having this problem with the fridge. I see you have made some nice checks already. A good check to see if the heating element is working will be to, connect the blue and brown wires together, at the main board. I'm attaching the wiring diagram for this unit below. Disconnect the power and then connect the blue wire on the J-9 terminal and the brown wire on the J-11 terminal. Reconnect the power and if the element does not work, the element # WR51X10055 will need to be replaced. If it does heat, it will indicate the main control board # WR55X10942 has failed and will need to be replaced. I hope this will help you.
