You indicated that you replaced the dispenser motor. I assume that you replaced the auger motor on the dispenser. 

 

Since the auger motor runs correctly after 15 seconds, I assume that component is okay.

 

You could have a problem with that main control board. I traced the circuit through that auger motor in the image below. I am not aware of a time delay that would prevent the auger motor from getting voltage from that main control board as soon as the actuator is pressed. If you are not getting voltage out of the board on the wires traced below when that actuator is pressed in the cubed mode, then you could have a problem with the main control board. There is a slight possibility that you have a problem with the dispenser board if it is not sending a signal to the main board properly. If you check that voltage yourself, be sure that you follow electrical safety guidelines. Wear electrical safety gloves and safety goggles when checking live voltage. Unplug the refrigerator as soon as live testing is completed.
