I know that it can be very frustrating to have issues with your dishwasher spray arm. There are two different styles that GE has used for it's assemblies. The first is a combination of locking tabs and a thread assembly. This means that there are two locking tabs at the base of the sprayer and in order to remove the arm you will need to insert a screwdriver into them to release the arm. Then you can turn the arm counterclockwise to remove it. The other style is where you need to lift up on the arm, and then turn it counterclockwise to remove it. It does not show what type of assembly you have, so I would suggest you check for the lock tabs (see image below). If you don't see them, then try the second one.
