Q:

New lower baking elament won't get hot. I hear clicking in control panel. Could it be trying to start up but bad switch? Or something els? Please help! GLEB30T8ABA Frigidaire Electric oven

I am sorry and do understand your frustration when there is problems with the range.
 
Glad to help out.   Im  looking at your Frigidaire Oven model number GLEB30T8ABA.
 
I see you have trouble with baking.   You have put a new element on but still can't get it to heat?   Is it coming on at all?   If it is heating but not getting to the right temperature then you most likely need a new oven sensor probe.

If it isn't heating at all then will need to first verify the new heating element is good.  Is the Broil elemnt at the top working?   If one or both aren't working then you first need to make sure the connections are good.   Make sure the wire is good.   

Next is to check the relay boards or the control board which are up behind the control panel.  

TESTING ELECTRIC RANGE ELEMENTS:
 
1.  Unplug the oven from the wall outlet.  
 
2.  Remove the racks from inside when you have the oven door opened.  
 
3.  The elements have a screw on each side and need to remove the screws and pull the wires from the
    elements out.
 
4.  Turn the dial on a multimeter to Rx1k.  Place one lead from the meter on the terminal at the end
    of the element, then place the other lead on the end of the other termial.  The needle on the
    multimeter should register between 19 and 115 ohms.  Replace the element if no reading registers
    on the meter.
 
5.  If the elements are good then take the meter and test both wires that you hook to the bake/broil
    elements.

Glad to help out.   Im  looking at your Frigidaire Oven model number GLEB30T8ABA.

I am sorry but Frigidaire doesn't have the technical manual online where I can get it to read.  What I would do is take the control panel frame off.   If you are standing in front of the oven, the control panel to the right has a ribbon that connects to the clock timer.   Check to see if that ribbon needs to be straightened out,   See if there are any burnt marks.   Check the connections also to the Clock timer board.   

Needs to be checked out by a professional because it could be either the Control panel there in the front or the Control Board in the back.   

May want to even call Frigidaire directly and see if they can help in reprogramming  your system.
