The soap left in the dispenser indicates poor circulation and water that is not hot. The water left in the tub sounds like a poor drain.

There are several styles of GE dishwashers and to give you a more specific answer I would need to know the model number.

If you can reply with a model number I can give you a better answer to this problem.

If the holes on the spray arm are clogged then try soaking the spray arm in CLR to remove the soap or calcium deposits blocking the holes. Same for the lower filter. The images below show how to remove the spray arm and filters. If may be soap clogging the filters ot it may be a calcium build up. I hope this helps. Owner's Manual

Your dishwasher has three filters. It has the sump filter (key #508, image 1), coarse filter (key #502, image 2), and the fine filter (key #451, image 2). Remove the bottom rack. Remove the screws and pull off the sump inlet cover (key #506, image 1). Check for a clog or restriction in the sump cover (key #506). Pull the sump filter (key #508) out. Check the inlet sump for a clog or restriction. 

CAUTION : Broken glass can enter this area. Be careful when clearing foreign objects out of this sump. Glass or other foreign objects could cause cuts. I recommend using a mirror to check this area before reaching into the sump. A debris or food restriction in this sump area could cause a draining problem. If build up is found, clear the restriction and reassemble the dishwasher. Then, test for proper draining. For the best cleaning performance, clean the filters at least once a month.
