Even though the bake ignitor is glowing does not mean it's pulling enough current/amperage to cause the gas valve to open. The ignitor must pull a minimum of 2.9 amps in order to cause the gas valve to open. See step # 3 in the image I added below. Based on your symptom and details the bake ignitor is likely too weak to cause the gas valve to open. You will need to check the current draw of the bake ignitor using a clamp on amp meter in order to test the bake ignitor. If the bake ignitor is not pulling 2.9 amps, replace the bake ignitor. If you do not have a amp clamp I would recommend replacing the ignitor.

Make sure to unplug the range before preforming any repair of the range.
