Thank you for your question and I understand your concern.

A bake element will either heat or not heat. I would suspect the new bake element is not heating at all and the heat your feeling is from the broil element. During the pre-heat and bake cycles; the broil element will likely alternate operation with the bake element.

If the bake element is not sitting level on the supports, you can remove the bake element and bend the top of the mounts backwards a little and this will allow the element to sit flat on the element supports. NOTE: Be sure to disconnect the power supply before removing the bake element.

When a bake element burns out and shorts, it can take out the bake relay on the control board and the bake element will not heat. I suspect this is what happened and you will likely need to replace the electronic oven control (EOC) board. You can confirm this by checking the voltage supply to the bake element after starting a bake cycle. You can remove the rear panel in order to access the bake element leads. Note: I do not recommend measuring the voltage supply to the bake element unless you have experience and feel safe and confident in doing so; otherwise I recommend calling a service technician to diagnose and repair your range.
