FDB989GFC2 Upper spray nozzle will not rotate FDB989GFC2 Frigidaire Dishwasher

That would restrict the water flow and could prevent the nozzle from spinning. Run a dishwasher cleaner through the unit and see if that helps. The float switch cuts power to the fill valve in an overfill situation. I am including the tech sheet for this model in the images below. Follow the troubleshooting information I highlighted in yellow.
