Thank you for your question on the Hoover carpet cleaner not dispensing solution.

This unit only has one solution tank and one recovery tank.

You will need to put the soap and water into top solution tank and it will recover the dirty water in the lower tank.

This model only has one solution tank. It does not have a separate clean water and soap solution tank. You can use the cup on the top of the solution tank to measure the amount of detergent to put in the solution tank and then add water to line on the tank.

If you are not getting solution check the bottom of the solution tank for the spring loaded check valve to see if it is working by pushing on the little pin in the valve.

Look at the docking location on the cleaner for the solution tank to see if the is being depressed at the rubber encircled docking port.
