F15 Controller self check failed.

Verify if relay board receives 120VAC between J4 pin 1 and 3. 

Verify the wiring between J2 on the relay board and P16 on the display board.

If wiring and 120VAC supply is good replace the display board.

If problem persists replace the relay board.

According to your description, it is difficult to determine whether you have a component failure in the oven. Three hours of cooking time for pot pie does seem excessive unless it was frozen. The normal cooking time for most pot pies is 1 hour or less. The oven is apparently preheating properly according to your details. When you open the oven to insert the pot pie, the temperature will normally decrease. This may be why you are seeing 310 degrees when you start the convection bake mode. That oven has a hidden bake element that will normally take longer to raise the temperature in the oven. It takes some time to get used to that hidden bake element feature if you had a different type of oven and just replaced it with this one. Since the oven eventually reaches the 400 F cooking temperature, the bake element is probably okay. Check the broil mode to make sure that feature is working properly. If it is, then I recommend that you try various dishes in different rack locations in the oven to see if you have a definite problem with the bake element or the control. If the oven is malfunctioning, then I recommend that you have it serviced by a technician. If it is under warranty, I recommend that you follow the procedure in the manual for scheduling warranty service. You can call Electrolux at 1-877-435-3287. I hope that this information helps.
