Thanks for the information about your range/oven model EI30EF55GBA, I will be glad to assist you. Based on the description you have provided I suspect that one or more of the control boards has shorted, this would account for the sound your wife heard. A board failure would cause loss of power to the top section and possible the oven as well.  It is for sure that the top has lost power however the oven section may be slow due to a tripped breaker as a result of the control issue. You should check the breakers that supply power to the range/oven, and reset if needed. The oven may still work with full power. The controls and wiring is complex and I strongly recommend have a qualified technician cone inspect and diagnose the problem or problems. The inspection will require special tools and equipment as well.
