You seem to be asking about using the steam setting with the highest speed spin functions. If the highest speed spin function cannot be selected when using the steam option, then it may not be available for that selection of spin speed.

If the washer is not spinning properly in any setting, it could be having trouble balancing the load or you could have excessive suds in the washer. Make sure that you are using HE (High Efficiency) detergent in the proper quantity. You will normally not need more than a tablespoon of detergent for a normal wash load.

Make sure that you are not overloading the washer. The washer may not be able to balance the load if it is overloaded. Putting only a couple of items in the washer can also cause this problem. Add a towel or two to small loads.

The problem with your dryer could be caused by a clogged exhaust vent duct system. Check that lint screen first. Make sure that you clean the lint screen before each load. Periodically wash that lint screen with water and a soft bristle brush to remove fabric softener residue that can restrict exhaust air flow. Check the flexible vent duct behind the dryer for kinks or clogs. Check the vent duct system to the outside of your home for restrictions. Make sure that the damper out the outside of your home is opening properly and is unrestricted.
