I’m sorry to hear that you’re having trouble with the dryer making loud noises and will gladly look into this issue for you.  On reviewing your model of dryer, it appears that the manual has some suggestion on what could cause the dryer to start making noises. I have included a link to the manual below in case you don’t already have it. The page you’d want to go to is page 12. 

Safety warning: before beginning this repair, disconnect the power supply to the dryer to prevent risk of injury from electrical shock.

I am sorry and do understand your frustration when there is problems with the dryer.
 
Glad to help out.   Im  looking at your Ge dryer model number DBXR463ED1WW.

In the front of the dryer there is a felt seal which I would guess to be the problem.  There is a gasket seal.   Because of the cost, I would just change both of them at the same time.   The felt seal is as of today at this time $18.81 with a part number of 
WE9M30.   There is a gasket seal at the cost of $2.99 with a part number of WE01X10217 .

Im looking at your model number DBXR463ED1WW and if the dryer is not powering up you may want to make sure the motor is working and getting the proper voltage. The dryer also has a safety thermostat that will cut the power to the dryer if the machine reaches dangerous tempuratures. Check the hi limit thermostat and the biased thermostat with a tester.
