Yes, burner caps are needed on gas range surface burners, they serve several purposes. 

Always keep the burner cap in place when using a 
surface burner. A clean burner cap will help avoid poor ignition and uneven flames. Always clean the burner cap after a spillover and routinely remove and clean the caps according to the “General Cleaning” section. Without the burner cap on top of the burner, the flames wouldn't be controlled. They also protect the burner itself from food spillage or overflows, which could dirty the burners and cause them to have a shortened life span. Caps also serve a purpose for the ignition of the burner, and if they are missing or excessively dirty, it will cause poor or no ignition.
