Thank you for your question and I understand your concern.

The failure could be the electronic control board/appliance manager part #8286643, or it could have a faulty dual burner assembly key #24A part number 8285938, and slight possibility of faulty burner control module. A voltage measurement will need to be taken across the blue wire with a black strip at JP11 and the red wire at JP21 for 220 volts. Then across blue wire with a white stripe at JP10 and the red wire at JP21 for 220 volts when the control is set for both elements and then just the small one to determine if the electronic control is faulty or not. If you measure 220 volts across both, then I must assume the burner is faulty. See images in the second reply. I strongly suggest calling a service technician to diagnose and repair your cook top. It appears the unit will need to be un-installed in order to remove the glass top and/or the control box located in the right front bottom corner. NOTE: Disconnect the power supply from the cook top before servicing.

In order for the smaller element to come on, the control must close the relay for the smaller burner in order to complete the line one (L1) voltage supply to the smaller element.

If you do not feel confident repairing this problem yourself, then you can have it repaired at your home by a Sears technician. Here is a link for the website: Sears Home Services .

Karen: I added a couple of images below to reference the circuit. I strongly suggest calling a service technician to diagnose the failure. The cook top appears it may need to be uninstalled to and flipped over or the glass top must be removed. The image shows a removable control box in the front right corner underneath the cook top. I do not have a service manual with instructions on how to access the control box.
