Most leaks will leak all the time. A hole in a hose or bad tub seal would usually leak each cycle and not be intermittent.

The image below will show you how to raise the top and remove the front panel. The washer can be run with the front panel off and this may help to pin down the source of the leak.

From the description you give I suspect a couple of different causes of this problem. The dog and cat hair may be restricting the drain pump.

When this washer drains the pump must work efficiently and the motor belt must slip so as to not spin the tub to fast.

If the pump is slow and if the motor is not pivoting then the belt may be to tight and taking the washer into spin aggressively. This could cause the water to rise up and drain over the top of the tub ring and leak.

I hope this information is helpful to you.

The motor should slide back and forth easily and adjust how tight the belt is on the washer.
