Thank you for your question on the tiller not running.

If you have oil coming out of the carburetor have you changed or added oil recently to engine and over filled it?

Please check the oil level to make sure it is not overfilled.

Has the tiller been tilted back so the oil in the crankcase has worked its way into the breather of the engine and then got into the carburetor?

If this is not the case then I would suspect that the engine breather has malfunctioned and will need to be removing cleaned and checked.

The breather has a hose that goes from the breather to the intake of the carburetor.

With the oil coming out please check the air cleaner to make sure it is not saturated with oil, because if it is you will need to replace it for the engine to run.

The oil saturation will block the air flow and inhibit the engine to have the correct air to fuel ratio.

You may have to remove the air cleaner so you will be able to start the engine to get the excess oil burned off.

You also may have to remove the spark plug and either replace it or clean it to remove any oil in the cylinder.
