I am sorry to hear of the issue you're having with the air compressor. I know how frustrating that is.

This could be caused by a seized motor, a motor capacitor, or binding within the pump. I would recommend removing the motor shroud and see if you can spin the motor. If the motor spins freely, you will more than likely have a capacitor issue. If not, you will need to take off the head and check the cylinder for any binding. You can take the motor to a local electrical supply house and have it tested, as well as the capacitors. This is typically something that is done free of charge. It will be hard to know what's wrong without disassembling it and performing a thorough inspection.

Sorry to hear of the issues you're having with the air compressor not building pressure past 20 PSI, I know how frustrating that is to have occur.
Due to the fact that you have air blowing out of the intake filter and oil fill plug, that indicates something is wrong internally in the pump. You will need to take the head off and check the valve plates with reeds. You mentioned that you replaced the reeds, but how did the valves themselves look? If you feel air coming out of the intake when it is running I suspect the valve plate is broken.

Since you've replaced the piston and rings, and assuming the installation was done properly with no hiccups, I would suspect the valve plates. How did the head gasket look? 
You will need to open it back up and do a very close and thorough reinspection. Your issue will be somewhere within that pump.
