Thank you for your question. I am sorry you are having a problem with the tractor. I'm not able to bring up this exact model but a very similar model shows this to be a manual style.  I assume the engine will continue to run when you attempt to engage the deck. If this is what is happening I recommend checking the belt routing first. If the belt is fine, have someone move the lever while you watch the idler arm on the deck. The cable should tighten up, move the idler and tighten the belt. If the cable is fine and the idler it is not moving, the pivot is likely rust. To fix this loosen the pivot bolt and soak the pivot with WD-40. Then work it back and forth until it is loose. Once free, tighten the bolt and check the operation. I hope this is helpful. Are you sure 24445 is correct for 23" wheels? I was told by the store 24446 is for a 28945 tractor. Also, exactly how does the QuikSecure attach (please send diagrams/pictures)? I need to know before I buy and have them shipped to my home to avoid returning if attachment method is not acceptable. Thank you.
