Another data point that is useful. My pressure regulator leaks at PSI's above 20. Therefore the tank pressure and line pressure remain the same. I can screw the regulator down to hold 70 psi, which it will do but as soon as the compressor starts running the line pressure increases as well.

I think you may be looking at 2 problems with your compressor. The first is with the pressure switch and the other is with the regulator. I believe you will need a new regulator and I think the pressure switch can very likely be adjusted. I am not able to find a clear photograph of the pressure switch (inside of it), but many of these switches can have the pressure adjusted. I'll also mention that it's uncommon for the pop-off valve (safety) to trigger at just a few PSI's more than what the switch is rated for. Normally on a machine that should shut off at 150PSI or so, the pop-off will not trigger until it's closer to the 200PSI range. This makes me think that the pop-off is bad as well.

The link Yadira provided has information on this situation. Do keep in mind that the pressure switch I advise as a replacement for that question is not going to be the same for your compressor. So, if you end up needing to replace the pressure switch, you'll need to get a pressure switch that is made for your model.
