I believe you are referring to the Z-hook fitting on the end of the cable. The cable would need that fitting in order to mount properly, so if it doesn't have it, it sounds like the cable is defective and will need to be returned. I checked the Briggs & Stratton engine model number, and the control bracket is still original, so there has been no change on the other end.

I agree with what you're thinking; the mowball assembly will likely need to be disassembled and cleaned. The bolt at the base is a standard thread, so it should unthread by turning to the left. They can become stubborn if they've been in place for some time. You can try using a larger sized ratchet or tap the ratchet with a hammer to help break it free.

The answer you received was good, but the portion that was left out was that sometimes the mowball can stick to the shaft over time. Use some penetrating oil and thoroughly soak it and allow it to penetrate for a few hours to a day. Sometimes you'll need to lightly tap it to break it free after its soaked with oil. That should free it up to remove it.
