What do you call the plate, on the engine, that the control bar cable attaches to?

I understand your point in not knowing the name of the part you're attempting to replace.  I have located a link that will discuss your situation in more detail.
Click here to view the link.  Though this link discusses a different model number,
the mechanics are likely going to be very similar.  Keep in mind that an expert will be

My lawn mower will start, but it will not stay running. I have to prime it several times to get it to start. What causes that?

There are several possibilities you need to check. Do the simple ones first.

  1. Make sure the gasoline is fresh.

  1. Clean the air filter.

  1. Clean or replace the spark plug.

  1. Disconnect the fuel line from the carburetor and let it run into a pan. Look in the pan to see if any sediment is coming through the fuel line. If there is sediment you need to replace the fuel line and clean the fuel tank. Make sure the gasoline will run a full stream for 1 minute. If it doesn't the fuel line or the strainer in the fuel tank is restricted.

If this doesn't help the carburetor will need to be cleaned and rebuilt or replaced.
