Thank you for your question.

I am sorry you are having a problem with the starter. I will be happy to assist you. I looked up the model number you submitted. According to the parts list, the starter is held on with two 1/4 inch headed screws at the base. You will need a 1/4 inch wrench or nut driver to remove the screws. Once the screws are removed, you can lift the starter off. Then put the starter on the engine and align the screw holes. Next, install the screws into the housing. Finally rout the rope to the handle if your model has this.
