I am sorry to hear of the engine issue you are having on the mower. I know how frustrating that is to have happen.

Due to the fact that it starts up, we can eliminate spark and compression. This is almost certainly a carburetor issue. Specifically, the clogged or partially clogged main jet that is not allowing a free flow of fuel, which starves the engine and dies. 

I would recommend a replacement carburetor. This tank feed style of carburetor is difficult to clean right, and there isn't a rebuild kit for it. For the cost of the replacement carb, it would make sense to go that route.

I have attached a drawing depicting the springs for the throttle control of your engine. More than likely I would think the governor spring is the one missing. But check the drawing and check the mower to see which one is missing.
