Sorry to hear about the issues starting the mower, I know how frustrating that is to have occur.

It definitely sounds like there are fuel issues here. These small engines, especially the carburetors do not like the ethanol mixtures, especially the E15 (85% Gas, 15% Ethanol) and the E85 (85% Ethanol, 15% Gas). I imagine that's where the main issue is stemming from. 

E85 is definitely the issue if that's what you are putting into the tank. The carburetor cannot support the 85% ethanol concentration. You will need to drain the fuel, flush the system, and refill with E10 or better. If that doesn't solve the issue, then a carburetor rebuild or replacement may be needed. However, once the fuel system is drained, it should fire with the right fuel in place. Page 9 of the owner's manual covers the risks with the ethanol mixtures. 

With any type of ethanol mixture of fuel being put into the tank, you should be running a fuel additive like Fuel Stabilizer to offset the short life span of the fuel and to clean the fuel system while running the mixture.
