Thank you for your question.  I am sorry you are having a problem with the mower. Usually when an engine starts and dies, it is because the main jet in the carburetor is plugged. To repair this you have to clean or replace the carburetor. If you would like to clean the carburetor yourself click [ here | Clean Carborator ] to watch a video to show you how. I also recommend replacing the spark plug at the same time.   

Make sure to work in a well ventilated area and use caution when working with gasoline.

I am sorry you are having a problem with the mower. I am a little confused on what you are referring to an idle arm on the mower. Most idler arms have to move freely on a pivot but this mower does not have any idler arms for tightening the belt. If you could please reply below with more details of the problem you are having I will be happy to assist. You can also submit pictures of the mower.
