push mower pull cord broke; replaced; will not engage engine to start

I replaced the pull cord on my push mower; model # 917.387580. After THREE attempts, when pulling the cord, it just comes out and does NOT spin the engine to start the mower. Does not engage the flywheel or whatever to start!

I am sorry you are having problems with your mower. One of two things is going on with the recoil on your mower. The first is the dogs in the recoil are jammed. When you pull the rope, the dogs should move out and engage into the starter cup causing the engine to turn. You have to remove the housing and inspect the dogs. When you rapidly pull out on the rope, you should see the dogs move out. If the dogs are jammed you can try to clean the starter with brake cleaner. Spray the area that I have box in red in the image below to flush out any dirt. Once you have it freed up, you can use dry graphite to preventing it from sticking.

The other possibility is the rope is wound in the wrong directions. When the housing is off the engine pull the rope out and then let it go. If the dogs move out when the rope is let go the rope is wound wrong. You already know how to wind the rope.
