Sorry to hear of the fuel leak on this Tecumseh engine, I know how frustrating that can be to have occur.
I had a real tough time following your details. I presume you are referring to the carburetor when you mention the "silver cup" (float bowl), and you also mention the float is not staying in position to stock the leak.
I believe one of two things are happening to cause your float to stay open or in the down position. Either the float is fuel logged due to a puncture in the float causing it not to float properly, or you have a sticking needle/seat, also not causing the float to float properly. There wouldn't be a gasket or foam piece involved with the float. 
I would recommend to disassemble the carb and do a very thorough cleaning, paying close attention to the needle/seat are with a wire brush, and poke the main jet clean with a bread tie wire. After you scrub an area, douse it liberally with carb cleaner. 
While disassembled, unclip the float and put it in a small bucket or bowl with water. Allow it to float on the surface for a few minutes and see if it begins to take on water. If so, you will need a rebuild kit or a replacement float.

Rewind starter repairs can be tricky, even for technicians and the mechanically inclined. The trick is in tensioning the pulley/spring after tying the new ropes knot and to ensure it recoils back properly. There is almost a science to this process. I would recommend watching some YouTube videos on rewind starter repairs before attempting the repair to ensure it's something you feel comfortable handling. 
For mower model 917.386151, I see it uses a Tecumseh engine with a model of 143965006. Based upon that model number, the rewind starter is only being offered on this engine as a complete assembly, so the individual parts such as the rope are not being offered. This may be due to the technical challenge these types of repairs pose, and many manufacturers are only starting to offer the rewind starters as complete assemblies versus individual parts. 
Not to say you can't purchase a universal rewind starter rope and have it work, but you will need to located and obtain one. I would recommend watching some videos to start with, as describing the process over email would be daunting to fully comprehend.

I am sorry you are having a problem with the mower. If the mover is not coming up to speed, I recommend checking the linkage first. The first image below shows all of the linkage. Make sure it all moves freely. If it is fine and the spring is connected click on the second image. This image shows how to adjust the engine speed. The rpms should not me set higher than 3250.

exactly the area that i am checking. however, the operator presence control bar does not appear to be connected to the arm bar under the tank. do you have a diagram of the cable from the operator presence control bar(on the mower handle) down to the arm bar?

I will be happy to assist you. I posted an image below that shows how the link should be connected. The image also shows how to adjust the engine speed. Click on the image to enlarge it. To adjust the speed on this model you just bend the tab the governor spring it attached to. Be sure to use a tachometer to verify the engine speed. It should be set to around 3200 rpm.

Chris,

I posted an image below that shows your model without the air filter. To speed the engine up you have to bend the tab that the spring is attached too. Bend the tab toward the front of the engine to speed it up. I recommend using a tachometer when you adjust the engine speed.
