Sorry to hear of the issue you're having with the push mower not starting, I know how frustrating that is to have occur. 
It sounds like the issue is going to be either spark or fuel. To rule spark out, pull the plug and reattach it to the boot. With a helper ready to pull the rewind starter, ground the base of the plug to the cylinder. Have the helper pull the rope and check the base of the plug for spark. If there is spark, then we can focus on fuel.
Even though you are methodical with the fuel, the new ethanol mixtures are tough on these carbureted engines. I would pull the carb and do a thorough cleaning on it with carb cleaner, a wire brush, and a bread tie wire to poke through the main jet to clean it. After cleaning, douse liberally with carb cleaner. You may just have a partially clogged fuel jet that is starving the engine of fuel.

Since I completely changed out the spark plug I should be able to go ahead & rule that out shouldn't i? Or should I still do as you suggest? Can you tell me exactly how to get to the carb? The diagram on the website doesn't show it. Thank you.

That test isn't for the spark plug per se, it's for the spark module. Simply changing the plug doesn't make spark, that comes from the spark module. I would recommend following the test to properly rule it out.
