From the details given, it sounds like your governor spring took a flight somewhere in the bushes. One easy way to know for sure which one you need is to look at the ends or connectors on the springs. The governor spring has long ends that connect and the brake spring have short ends or connectors.

Since the starter recoil is under a lot of spring pressure and the spring is sharp enough to cut easily, you may want to consider having a professional do the job if you have any reservations.

I recommend that you replace the starter assembly; part number 499706 purchased though www.searspartdirect.com
