You should never turn the mower upside down to remove gas or oil, that is not good for the engines. In regards to the fuel, you can purchase a siphon pump to stick into the tank, or you can remove the fuel line from the tank to allow it to drain out. 
For the oil, there is a drain plug that should be removed to drain the oil. It should be located underneath the mower deck. 
I would start by removing the spark plug. From there, pull the rewind starter several times to blow any excess out of the cylinder. If the plug is dirty from the engine being inverted, go ahead and clean it off. You could have oil in the cylinder from inverting the mower. With the plug removed, the rewind starter should be a lot easier to pull, which will help with clearing out the excess from the cylinder. Try that and see if there is any difference.
