The drive gear should not have to come off to take the wheel off or put the wheel on. You may have to kind of work the wheel back and forth a little bit to get the gear to mate up with the wheel but it shouldn't be anything that would cause problems to get the wheel on.

Thank you for your question. I have checked the model number you have submitted. The cover on your mower is held in place with one screw. I have provided you with an image below showing the screw that needs to be taken out to remove the cover. Once the cover is off you can use a pair of pliers to squeeze the tabs that secures the cable housing in the holder. I hope this is helpful.
