It sounds like you’re having an issue with either the stop switch, or the wire that runs to the coil. I would make sure the wire is connected to the switch and coil. If it is connected, you will likely have an issue with the switch (part number 692310). I have included a photograph showing where the stop switch mounts. I also have highlighted the black wire that runs from the stop switch to the coil. There is no specific way that the wire must be ran, but you do want to try and route it to where it will not get caught on anything that moves. 

The stop switch will push down into the bracket. It's a snap in part, so when you push it down onto the bracket it should snap and hold. When you release the handle a lever should move to contact the metal tab on the stop switch.
