Your mower has a Honda engine model GCV160A-S3A. Based on the information you provided, it sounds like an internal part of the rewind starter has broken. Unless you have experience reassembling a rewind starter, it is better to go with a new one. The spring inside the starter is hard to re-install and can cause serious injuries. For this reason, several manufacturers do not provided repair parts for the starters. This is the case with you Honda engine, you will need to replace the rewind starter assembly. Some of these little Honda engines do have a fuel filter screen in the tank. Remove the fuel line from the tank outlet and you should be able to remove the grommet and filter then. It will be obvious by looking at the outlet if it can be removed or not. If it cannot be removed then there is not a filter screen in the tank. Also check fuel lines as they could be plugged up.

I am sorry you received the wrong bagger frame. I looked up the part number for the frame. I do not see where we have had any problems with this part. I suspect the part was in the wrong bin. I recommend contacting the parts department and have them exchange the part for you.
