Thank you for your question and I understand your concern.

The crankshaft drive pulley is keyed to prevent the pulley from spinning on the crankshaft. When the blade adapter (#22), blade and bolt is installed and tightened it prevents the pulley from sliding up and down. Make sure the key (#23) is has not fallen out of the pulley or crankshaft before installing the pulley or the pulley will not spin with the crankshaft.

I know that when this equipment is not running, it can be very frustrating. While you are waiting for your expert answer, I have found two links that maybe able to help you. There could be several problems with the mower to keep it from running. I would suggest that you check the gas lines and primer bulb to see if they are working. I would also check that you are getting a spark from the spark plug, and if the filters are clean. I hope that this will help you.

I am sorry you are having a problem with the mower. Usually when we encounter this problem, it is because of old fuel or dirty passages in the carburetor. I recommend checking the fuel supply first. If the gas is older than 5 weeks, it should be drained and refilled with fresh fuel. If the fuel is fine, I recommend cleaning the carburetor. I looked for a video that shows how to clean the carburetor on a Honda but did not have any luck. I have a video that will show you the basics of cleaning the carburetor. Please click here to watch the video. Once the float bowl is removed the spray the carburetor cleaner through all of the passages. After it is cleaned, reassemble the carburetor and check the operation.

Make sure to use caution and work in a well-ventilated area when working with fuel.
