This will very likely be a situation with the carburetor. But do make sure to check for spark. To do that: Remove the spark plug and then plug it back into the lead. Now use insulated pliers to hold the threaded base against the block. Have an assistant pull the cord (as if to start) and notice if there is spark on the tip of the plug. If there is not then there is a problem with the kill switch/cable or the ignition coil has failed. You can remove the kill wire from the coil and then do the test again. If there is still no spark then the coil is the problem.

If there is spark when you test then proceed with serving the carburetor.

Thanks Wade for your response. I did remove and clean the carburetor, while doing so I noticed the throttle lever was not working the butterfly properly. I am going to buy a carb kit to replace the seals and a new fuel line. Do you think the spring could be bad, or something else?

It could very well be the spring. The kit and fuel line are not bad ideas though. Those things are usually pretty reasonably priced so doing them will only set you back a little bit of time in most cases.
