Im looking at your model number 917378460 and I recommend removing the belt cover first. Then start the engine and engage the drive. If the pulley on the top of gearbox is turning, the belt is fine. With the drive still engaged look on the side of the gearbox. You should see the axles turning. If the axles are not turning but the pulley is I suspect the problem is a defective gearbox. If the axles are turning but the wheels are not I suspect the problem is with the wheel. The wheels have plastic teeth inside of them. Over time the teeth will wear off and the mower will no longer drive. If you have further questions please resubmit your question for further information.

The wheels have plastic teeth inside of them. Over tine the teeth will wear off and the mower will no longer drive. It could also be an issue with the drive pawls in either wheel. A thorough visual inspection should identify the issue within the wheel's drive assembly if the belt or gearcase checkout.
