If one wheel is spinning but not the other, the gear case wouldn't be the first thing to check. If you lift the front wheels off the ground and engage the drive, do both wheels spin? 
Have you checked the teeth in the inside of wheel rim to see if they are worn, chipped, or broken at all? If the wheel is fine, I recommend checking the friction seal on the pinion assembly. If this seal is worn or not pushed against the dust cover, the wheel will not engage. If you find that you can move the pinion gear in and out on the shaft it is too loose. You can try adding a washer behind the e-ring to tighten it up.
If all this checks out, you can try adjusting the cable. My resources don't seem to include this cable for adjustment, but if it is adjustable, it will have a turnbuckle (looks like a nut but longer) that can be turned. This will either be underneath the housing where the cable come out, or at the bottom before the end connection. Based upon the visual I have, it appears to be at the bottom of the cable. Sometimes there will be two different mounting holes at the gear case that the connection can be put in to adjust tension. 
Since one wheel does work, we can eliminate the belt from the equation, so I would check the wheel first, and then try to adjust the cable.

Spot on, Josh. The left wheel had all teeth worn off and the pinion was worn some from just spinning but is probably OK. Interestingly, the right wheel and pinion looked new. Thanks for the help. Ed

You can click the link below and use the model number to pull up the parts images. From there, you'll be able to order a new charger for your mower. When you get the new charger, plug it in to the battery and let it sit over night to fully charge. If the starter will not spin with the battery fully charged then it's most likely that the battery is bad and will need to be replaced. If the previous owner did not keep the battery charged on it then it's very likely that the battery drained too low when sitting and caused the battery to fail.
