I understand that this "do it yourself project" might be a little frustrating. I found a question in Manage My Life under the Answers button that is similar to the one you asked. I think this question will give you some detailed information, while you wait on an expert answer. I attached the link below, I hope this helps!!!!!!!!

Thanks. The one associated with my mower is different. I need to know if I need to "streach" the spring. Or may be it is not the spring that was worn out (it did look bent when the deflector started to stay down) maybe the spring shaft is worn out. Since it is lethal to run it without the deflector my grass is getting high!!!

I have attached a photo to use as a reference.

Basically the spring has to be twisted to create a pushing force on the chute. The spring on one end hooks into the chute; there is a little hole for it. The other end of the spring rests against the bracket. It has to be twisted into place as you put it on. You cannot put tension on the spring when everything is in place; it must be while you are assembling the parts. The whole process just comes down to how the spring is positioned. You may be better taking the bracket and everything off the mower as it will be easier to assemble this way. That’s how we have it in the photo.

Thank you for using Manage My Life!

Just got it done. Messed with it for 15 min with a too big pair of vise grips, could not see anything!! Took a 1 hr break, found a small vise grip, lubed the shaft so it would slide into place. Within 2 min I had it!!! Hopefully I won't have to do that for another 10 years!!

BTW for any other people that have this ????? This piece of the expert's answer " You may be better taking the bracket and everything off the mower as it will be easier to assemble this way." IS NOT A SUGGESTION..... I can not see how this can be done without removing the flap and bracket from the mower!!!!
