The drive wheels should both turn when the drive is on. If the left wheel is not driving I would suspect a problem with either the wheel or the pinion gear. I recommend removing the rear wheel and checking the gear inside the wheel. The wheel should have teeth that are molding in to the wheel. If the teeth are worn off, you have to replace the wheel.

If the wheel were fine, I would recommend cleaning or replacing the pinion assembly. Over time, dirt can get into the pinion assembly and cause the moving parts to stick. I have provided you with an image of the drive of the mower below. I have put a red box around the pinion assembly. To remove the pinion you have to remove the c-clip from the eng of the shaft. Then slide the pinion off. I recommend cleaning the parts with brake cleaner. After the parts are clean, you can reassemble the drive of the mower and test the operation. If the left wheel still does not drive, you need to replace the pinion assembly.

If you need further assistance, please submit more details below.

Glenn, Cincinnati, Ohio July 7, 2014 I have this mower and it has been a work horse for me..... I bought it about 15 years ago..... Today my first time with trouble. Being that said! I found myself with the problem described above. My problem was the "PAWL"!!!! After you remove the PINION GEAR held by the C clip, the little pawl was caked with rust and dirt.... After cleaning it the PAWL, it would pop up and engage the PINION GEAR! My suggestion is this! On the wheel that is working! Pull the wheel, take the "C" clip off the pinion gear and you should see the little PAWL sticking up! From the rod the pinion gear came off of! On the other wheel, it is the same assembly, this is the wheel not working! See if that PAWL is sticking up? Clean it with a brush and engine cleaner....... Let it dry! Apply WD-40 and work the PAWL up and down... Till it is free...... That wheel will work if the Pinion Gear and WHEEL GEAR is not damage or worn! I hope this is useful for a person like myself! It is simple to fix, if you know what you are looking for...... That PAWL is a little thing about 1/4 inch that sticks up into the inside of the Pinion Gear which has 3 tits on the inside of the pinion gear. That is catches to move the wheel........
