Sorry to hear of the fuel related issue you are having with the engine, I know how concerning that can be to have occur.
This really isn't a serious problem, it's actually pretty minor considering. This indicates a stuck needle within the carburetor or a fuel logged float that is continually allowing fuel into the carburetor. A simple cleaning of the carburetor will solve the issue.
Just pull the carb and open it up. With a can of carb cleaner and a wire brush, clean all the varnished areas within the carb. Pay close attention to the needle/seat area that controls the float and make sure you clean it well. Pull the float pin and shake the float for indications of fuel inside of it. If it's empty, it should be fine and the issue will be with the sticking needle. Once you wire brush the varnished areas, douse liberally with carb cleaner, and then wire brush again if needed.
You have to make sure you get all the varnish or you risk it being dislodged and clogging the fuel jet upon operation. Which you would then have to pull it and clean it again. 
Since you have a sticking needle or flooding carburetor, you will want to check the oil and make sure gas hasn't migrated past the cylinder into the oil sump. That is somewhat common to have occur with this type of issue. If the oil is thinned out or smells of fuel, perform an oil change prior to use and after correcting the carburetor issue.

The number for the pull cord is 280399s and the whole starter number is 497680

The engine has it's own seperate manafacturer model no. and the parts need to be looked up seperatley from the rest of the mower.
